Resumen
Este artículo explora el papel de la elite reformista durante la etapa final del régimen de Franco y la posterior transición del autoritarismo a la democracia. Pretende explicar el proceso que condujo a los sectores más evolucionados del régimen franquista a comenzar a planificar un futuro democrático tras la desaparición del dictador, analizando posteriormente el impacto de su estrategia sobre el proceso de transición propiamente dicho. El artículo concluye que sus ideas y liderazgo explican en buena medida el carácter pactado e incluyente del proceso democratizador, aunque no tuvieran el mismo éxito a la hora de crear los partidos políticos imprescindibles para poder desempeñar un papel constructivo en el nuevo sistema político.

Abstract
This article explores the role of the reformist elite during the twilight years of the
Franco regime and Spain’s subsequent transition from authoritarianism to democracy. It seeks to explain the process whereby the more forward-looking elements of the Francoist regime began to plan for a democratic future after the dictator’s demise, and later analyzes the impact of their strategy on the transition process itself. The article concludes that their ideas and leadership largely account for the inclusive, negotiated nature of the transition, though they were less successful when it came to creating the political parties necessary to play a constructive role in the new political system.
