Resumen
Este artículo se propone dos objetivos: en primer lugar, demostrar cómo poco a
poco se ha dejado de diferenciar estas dos palabras-concepto; distinción que fue
muy clara en el pasado. En segundo lugar, examinar en qué momento de la historia
ha podido surgir la confusión y por qué. De ningún modo se trata de reponerlas en el
lenguaje político corriente. Mediante este artículo, quiero llevar a considerar la terminología
política heredada de la tradición en lo que se refiere al uso correcto de los
conceptos y de sus definiciones, con el objeto de restablecer un vocabulario político
—hoy en día muy empobrecido— que permita entender mejor la sociedad contem-poránea, que no deja de ser compleja y a veces indescifrable. Según las fuentes más
dignas de crédito, se puede expresar así la distinción entre las dos palabras-concepto:
el despotismo es una forma de gobierno que aun siendo autoritario y arbitrario,
es legítimo, incluso legal en ciertos países y coyunturas históricas; la tiranía en cambio,
además de constituir una forma de gobierno arbitrario y autoritario, es en todos
los casos (países y situaciones históricas) ilegítimo e ilegal, pues se ejerce no tan
solo sin o contra el consentimiento de los ciudadanos, sino también menospreciando
los derechos humanos fundamentales.

the other, it attempts to understand at which moment in history the confusion occurred
and why. As for their restoration into contemporary political vocabulary, that is
not the question. This work would simply like to encourage people to reflect on the
political terminology inherited from tradition, on the correct use of concepts and of
their definitions, in order to reintegrate political vocabulary and render it more useful
in decrypting contemporary reality, which remains often complex and even undecipherable.
Following the most reliable sources, one can thus formulate the distinction
between two terms or concepts: despotism is a form of government that,
while remaining authoritarian and arbitrary, remains legitimate, in other words legal
in certain countries and historical situations; while tyranny, in addition to constituting
an arbitrary and authoritarian government, is in every case (country and historical
situation) both illegitimate and illegal, for it is exercised not only without or
against the consent of citizens, but in contempt of fundamental human rights.
