Resumen
Desde su creación en 1992, la Corte Constitucional colombiana, compuesta mayoritariamente por magistrados de perfil claramente progresista, ha sido una auténtica «piedra en el zapato» para el Ejecutivo y sus políticas de corte neoliberal. La Corte ha declarado en múltiples ocasiones la inconstitucionalidad de un gran número de leyes y actos legales del Ejecutivo y su anulación, así como obligado a la Administración a garantizar los derechos sociales de determinados sectores de la sociedad, lo que ha implicado una activa intervención de la Corte en las políticas económicas del Estado. Ello ha despertado el enfado del gobierno que ha llegado a impulsar algunos intentos de reforma constitucional para eliminar la Corte o vaciarla de funciones. El último de estos episodios, lo encontramos en los esfuerzos del Ejecutivo por lograr la recomposición de la Corte con magistrados conservadores y de su confianza. Finalmente, parece, como veremos en este trabajo, que en este última legislatura 2006-2010 el Presidente Uribe podrá conseguir su objetivo.

Abstract
Since its creation in 1992, the Colombian Constitutional Court, composed
mostly of clearly progressive profile judges, has been a real «stone in the shoe» for the Executive and its neo-liberal policies. The Court has, on many occasions, stated unconstitutional many laws and legal acts of the executive power and its cancellation, and forced the Administration to ensure the social rights of certain sectors of society, which has involved an active intervention of the Court in the economic policies of the State. This has aroused the anger of the government, that has tried, several times, to push for constitutional reform to eliminate the Court or deprive it of its functions. The last of these episodes, we find in the efforts of the Executive towards the recomposition of the Court with conservative judges of its confidence. Finally, it looks, like we will see in this work, in this last presidential period 2006-2010 President Uribe will be able to achieve his goal.
